Regarding characters sharing a journal, I'm not entirely sure how this would be applied, but I'm presuming it's in regards to your crossdressing character? If the characters are the same physical person and multiple personas or personalities, then they can share a journal, but if it's actually two separate entities, then they would need to have their own individual journals. Basically, the rule of thumb is, one app = one journal.
As for one player having multiple characters in the same thread, in general threading with yourself is not really encouraged, and if a situation like that does happen to arise, that thread would not be permitted to count as AC for the player who is threading with themselves, as it creates an unfair situation.
Summonable weapons will be treated like any other weapon, inasmuch as they're not permitted to be used onboard the ship outside of a battle situation. Obviously, a summoned weapon can't be confiscated, but if it became known that someone was able to summon a weapon, they would be held to the same rules as anyone else with a personal weapon, and if they continually summoned the weapon in inappropriate situations or used the weapon to harm someone, they would be subject to applicable discipline.
Time travel would definitely be a game-breaker, so that won't be permitted in any context. We'll say this entire area of space is full of anti-chroniton particles that prevent the arbitrary utilization of temporal fluctuations or anomalies. So anyone who is able to travel through time at their discretion will find that this ability has been suppressed. Teleportation we can be a little more lenient on, though. If a character can teleport, they'll still be able to do so--the anti-chronitons only affect time, not space. However, they will find they are unable to teleport over especially great distances. Specifically, they won't be able to teleport off the ship at any time, or off the planet or space station we may be docked at. Teleportation will only work within the confines of whatever independent structure the character is on or aboard.
None of the mods are even remotely familiar with the canon Hope is from, but the consensus we arrived at is that even if a creature pretends it is not sentient, if it is self-aware and can communicate with other characters in an understandable manner (not necessarily words--again, see Toothless), then it would be considered its own character and would not be allowed to come with a character as a pet.
Nagihiko and Nadeshiko... kind of have us a little confused. If I'm reading this right, they're physically the same individual just wearing applicable clothing and adopting a different presented personality depending on which 'twin' they're being at the time. If that is indeed the case, then no, they would be logged into the system as one individual, of whatever biological sex they are and whatever gender they wish to identify as. The computer has sophisticated scanning technology, and though identical twins are genetically identical, fraternal twins--as would be the case with twins of differing biological sex--are not. So even if they claimed to be a separate individual, the equipment would know better. They are welcome to act as two different personalities if they want, but as far as official records go, they would be identified as the same person, and would only be given one comm badge and one room assignment. Additionally, there are no private rooms onboard the ship unless someone is a senior officer, and even then they are very limited, so this character would not be able to have a private room.
As for the charas, so long as they are not self-aware and are more pets than characters on their own, they would be permitted. Though if your character is seen talking to creatures that no one else can see they may wind up with an appointment with the ship's counselor.
For Agatha, so long as her companions meet the non-sentience rule and aren't especially large in size, any of them would be permitted, however she will only be allowed to bring two companions with her. Which two would be at your discretion, but we are going to limit pets to two, since quarters are already going to be kind of tight.
